Thiese following notes were found in the book, " The Enduring Legacy " by The Daughters of Utah Pioneers. Phineas Wolcott Cook was converted to Mormonisim during the winter of 1844-1845. For two seasons " at the request of President Brigham Young, he stayed in Winter Quarters to build and operate a flour mill and saw mill". He arrived in Salt Lake City in September 1848 and soon established himself as one of the territory's earliest and most travled mill builders. Described as a " carpenter, cabinetmaker, builder and millwright, he worked on the first grist-mill ‎( Neff's and Chase's)‎ builtin the Salt Lake Valley in 1849-1850. He worked for President Young nine years‎(and was)‎ cheif builder of the Neff and Chase Mills in Millcreek Hollow, Another source asserts that Phineas was also foreman and principal builder of th Chase Mill in South Mill Creek also

According to Phineas' journal, in March 1849, he received an offer from Brigham Young to build a " Mill in the five acre lots,' a dscription which corresponds to the location of the Chase Mill. On August 1850 worked twenty-nine and one half days at the Mill, as well as fifty-seven days on Brigham's Upper Mill. By August 1850 he moved to Manti where he and Ben Black built the first gristmill in Sanpete County. He returned to Payson,Bear Lake, Logan other locations where he built grist-, saw-, shingle and carding mills.
